The 2027-28 lower multiplier
From April 2027, small and medium hospitality venues in Wales — including hotels, guest houses and hostels — are due to move to the lower retail multiplier, subject to Senedd approval, with the values confirmed in the Welsh Draft Budget on 17 November 2026 (Business Wales stakeholder update, September 2026).
UKHospitality Cymru expects more than 500 larger venues — such as coastal and Cardiff hotels — to pay more through a surcharge above £100,000 RV, even as smaller venues benefit from the lower multiplier.
This is announced policy direction, with details pending confirmation in the 17 November 2026 Welsh Draft Budget and Senedd approval — treat anything here as subject to change until then.
