What evidence a challenge needs
A challenge needs evidence that speaks to the method used to value your specific venue type, not just a feeling that the bill is too high:
- Pubs (fair maintainable trade) — accounts showing turnover is genuinely unachievable at the level assumed, trading comparables from similar pubs, and evidence of anything depressing trade that a competent operator couldn't fix.
- Hotels (receipts and expenditure) — occupancy and room-rate data, operating cost evidence, and comparable hotel trading evidence around the April 2024 valuation date.
- Rental-valued venues (restaurants, cafes, most bars) — comparable rents actually being paid nearby for similar premises, adjusted for size and condition.
Between 49% and 58% of resolved English challenges against recent lists have cut the valuation (HMRC official statistics, June 2026) — most challenges do not fail outright, but many change the value only a little, and reliefs and caps can absorb the saving before it reaches the bill.
